The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of contrasting events captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity afforded by up-to-date information. From observation points, defense planes that had been scrambled to engage hostile aerial threats roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone close by, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's vital need on Western support – a need that neighboring countries are clearly incapable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, certainly, continue.

Tactical Assessments

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a assumption well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unrealistic to force Russia to abandon the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its advantage in the near future.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but preventing a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
